manmohan singh's cabinet has taken a long time to come. and guess whom we see in the ministeries??? all ex-chief ministers are now cabinet minsters.
here's a small list of such people:

vilas rao deshmukh
farooq abdullah
sharad pawar
ghulam nabi azad
sushil kumar shinde
ak anthony
vayalar ravi
they are senior leaders and have served the party well. and their cm tenure should have been more than enough. why make them cabinet ministers? they were cm's yesterday, they are cm's today
